Main Roads has advised the transport industry that the Accredited Mass Management Scheme (AMMS) will be available from 27 April 2015 coinciding with the introduction of the new Road Transport Laws.
AMMS will replace the existing Certified Mass Management Scheme (CWMMS) and the Concessional Loading Bulk Products Scheme (CLPBS) with Transport Operators having a 12 month period to transfer over to AMMS.
Existing CWMMS and CLBPS permits will continue to be renewed during the next 12 months, however will have the common expiry date of 26th April 2016. These operators will have the option to transition to the new AMMS products from 27 April 2015.
From April 27 2015, all new concessional loading operators and operations will need to obtain AMMS permits.
Operators will not be required to meet the Accreditation requirements of the AMMS scheme initially, i.e. they will need to develop the loading plan in order to be issued a permit, however the audit systems etc. will not need to be developed initially.
Operators will need to comply with the WA Heavy Vehicle Accreditation Scheme (WAHVAS) Mass Management Module during their 2016 audit cycle.
